The Federal Government of Nigeria has officially commenced the implementation of the Dual Mandate Policy, enabling all Federal Colleges of Education (FCOEs) to award both the Nigeria Certificate in Education (NCE) and Bachelor’s Degrees in Education.
This transformative move follows the passage of the Federal Colleges of Education Act, 2023, signed into law by President Bola Ahmed Tinubu. The announcement was made via an official statement from Folasade Boriowo, Director of Press at the Federal Ministry of Education.
Minister of Education, Dr. Tunji Alausa, described the policy as a “revolution in teacher preparation,” emphasizing its potential to expand access to higher education, improve teaching quality, and elevate professional standards in the education sector.
“The Dual Mandate Policy represents more than just reform it is a strategic leap forward in teacher training. It empowers institutions, enhances instructional quality, and broadens educational access nationwide,” said Dr. Alausa.
Under this new law, any FCOE that meets the requirements set by the National Universities Commission (NUC) is eligible to operate under the dual mandate regardless of when the institution was established.
This inclusive policy is seen as a major milestone in Nigeria’s education reform agenda, positioning the country to better address the growing demand for qualified educators.
